PUBLIC HEALTH JOB VACANCIES: Transform Health National Coordinating Partner-Indonesia Harnessing Digital Technology and the Use of Data to support the Achievement of Universal Health Cover agein 2030

Ikatan Ahli Kesehatan Masyarakat Indonesia (IAKMI) is an independent public health professional organization dedicated to achieving Health for All. IAKMI's vision is to address public health problems with innovation, research-based solutions and community empowerment in pursuing a better health future. Founded in 1971, IAKMI has branches in 34 provinces and more than 36,000 members who work in government, NGOs, universities and the private sector.

IAKMI is selected as the National Coordinating Partner - Indonesia in the Transform Health funding period of 2021-2023 to develop a national coalition platform and coordinate national campaign efforts for harnessing digital technology and the use of health data to support the achievement of UHC in 2030.

Globally and in many countries, the pace of progress towards Universal Health Coverage (UHC) has slowed over the past decade. It is projected that by 2030, only half of the world's population will have access to primary health care services. This will result in billions of people falling into poverty, unreliable and relatively expensive healthcare, limiting their access to quality health care and increasing their vulnerability to both communicable and non-communicable diseases.

Transform Health was formed to answer this challenge by bringing together local, regional and global stakeholders from various sectors who are dedicated to achieving UHC in the digital age. Transform Health conducts campaigns and collaborates with individuals - particularly women and young people and the communities who will most benefit from the digital transformation of the health system, as well as governments, organizations and institutions that recognize and support the role of technology and digital data for better health.

Transform Health builds a global movement that brings together organizations and institutions in various sectors that are committed to achieving UHC in the next ten years by expanding the use of digital technology and increasing access to data. The Coalition is committed to promoting youth and women's participation and leadership and ensuring that the perspectives, concerns and needs of marginalized groups are adequately addressed so that they can benefit from digital transformation, as well as access and control their own data to improve their health.

IAKMI’s Strategy aims at building consensus on the tools, approaches, processes and resources necessary to accelerate the adoption of digital technology to achieve UHC, that include: (i) provide empirical evidences for policy change; (ii) developing strong pressure groups for achieving UHC; (iii) increasing the capacity of youth, women and marginalized community organizations through training and workshops; (iv) implement and support advocacy for adopting and implementing a global normative framework on digital health and data governance based on human rights at national level; (v) generating focused campaigns around public health issues to improve health outcomes.

IAKMI also will collaborates with individuals and communities who would benefit most from the digital transformation of health systems, as well as the governments, organisations and institutions who recognize and support the fundamental role of digital technologies and data for improved health.

Strategy in the first year will be conducted in three steps: establishing the national coalition platform, planning process and outreach and engagement.

To carry out this role and manage national campaign program, IAKMI is seeking for a highly motivated individual as Advocacy & Communication Staff and Program & Data Staff.

 

1. ADVOCACY & COMMUNICATION STAFF

Responsibilities

Advocacy

§  Coordinate policy responses and development within GoI and partner agencies regarding national policy frameworks and practices and, as well as other factors such as coordination, funding for the response, security and current and future challenges that have an impact on youth, women and marginalised populations and their access to digital technology and use of data

§  Suggest key advocacy opportunities and targets at national and sub-national levels and develop engagement plan

§  Contribute to research for development of advocacy products and policy briefs. This includes analysis of information produced through programs and information management systems. Use evidence to inform advocacy priorities and positions.

§  Draft and otherwise support the creation of advocacy products as outlined in the advocacy strategy for use at the national and sub-national levels

§  Contribute to the advocacy strategy and initiatives, ensuring that the Indonesia specificities are reflected and captured

Communication

§  Contribute on the development and implementation of advocacy and communications strategy

§  Supporting generation of high quality communication and advocacy materials, especially stories, case studies, quotes, photographs, short videos, etc.

§  Regular production of digital contents (e.g. stories, photos, blogs, social media posts) and dissemination through IAKMI’s website and social media channels

§  Creating and managing an internal communication database (photos, stories, quotes)

§  Fully plan and manage IAKMI's social media accounts in coordination with Project Teams

§  Ensure a direct link between program work and communication, and identify and generate media and communication

§  In coordination with Team Coordinator, support the production of advocacy and communication materials (budget and content)

§  Manage advocacy and communications-related costs/budgets

Requirements

§  Bachelor in public health, social science, mass communication, journalism or other relevant discipline with emphasis on health and social development issues

§  At-least 5-6 years in the areas of advocacy and communications

§  Experience in developing and implementing advocacy strategies and campaigns

§  Excellent written and spoken skills in English

§  Good understanding on digital technology and the use of health data issues in Indonesia

§  Strong presentation skills

§  Experience of influencing and advocacy work including lobbying, policy development and information provision in health and development issues

§  Good knowledge of the political context and key policies relating to Universal Health Coverage

§  Knowledge of key organizations/advocacy coalitions and movements at local and national level working to address the achievement of Universal Health Coverage

§  Experience working in advocacy and communications on health and development issues

General Requirements

§  Experience working with national and local civil society in Indonesia

§  Experience in implementing advocacy and communication strategies on issues of health and social development

§  Excellent planning, management and coordination skills, with the ability to organize a substantial workload comprising complex, diverse tasks and responsibilities.

 

 

 

 

2. ADMINISTRATION AND FINANCE STAFF

Responsibilities

You will support the Project Manager and the Project Team. You will provide administration and operations support for the Project's activities, maintaining and controlling completeness and accuracy of local finances and administration for the Project and IAKMI.

Finance support

·         Prepare the monthly cash flow request for general office and projects

·         Prepare local payments following the procedure

·         (payment voucher + backup, signature process and request of authorization payment)

·         Ensure accurate coding of all expenses (project allocation)

·         Submit all project-related receipts and invoices to Finance & Administration system

·         Compile and manage budgets for field activities in close collaboration with Project Manager

·         Reconcile bank statements

·         Support any project / organizational audit as required

·         Manage the petty cash

 

Payroll

·         Process payroll monthly, printing and filing necessary reports

·         Process payment for all staff

·         Make sure that the salary control account is reconciled and outstanding payroll liabilities (INSS & IRPS) are paid in line with current tax regulations – with extended help from a Tax Consultant

 

Administration & operations support

·         Manage the office space monthly administrative activities

·         Maintain equipment and supply inventory

·         Support travel (accommodation, travel reservations)

·         Support workshop logistics (room rental, refreshments)

·         Support local recruitment processes

·         Perform general office clerk duties and errands

·         Perform such other duties as assigned by the Project Manager and IAKMI Key Performance Indicators

·         Ensure timely submission of reports and cash flow requests

·         Effective payroll administration

Requirements

·         Relevant University Degree and 3+ years general business management experience

·         Excellent written and oral communication skills in English

·         Strong attention to detail

·         Excellent computer literacy skills, including skills in Word, Excel, PowerPoint and Google Cloud

·         Excellent problem solving and interpersonal skills

·         Demonstrated self-management skills; adaptability and resourcefulness
